Our Responsibilities

In addition to its legal obligations, the Parish Council has additional areas of responsibility described below. These subjects are formally discussed at Parish Council meetings held the second Monday of each month usually in the Stoke Gifford Retirement Village beginning at 7PM. Residents are always welcome to attend.

Finance

​Finance covers the overall financial management of the Council. The Parish Council (in conjunction with the Parish Responsible Finance Officer) will:
  • Ensure conformity with Statutory Regulations
  • Prepare budget proposals, propose the annual precept and investigate alternative funding sources
  • Consider all expenditure proposals or future projects outside the agreed budget
  • Oversee the council’s finances, records and control systems
  • Manage all staffing matters including salaries, conditions of employment and development
  • Monitor the use of Council assets and perform Risk Assessment
  • Operate the Gift Aid process
  • Ensure the council’s insurance arrangements are adequate
  • Review the effective operation of the council, its policies and procedures
  • Develop communications policies with the electorate and other partners

Footpaths & Facilities

The Parish Council (in conjunction with the Parish Clerk) will:
  • Monitor street lighting, street facilities, footways and general maintenance and liaising with South Gloucestershire Council (SGC) to ensure the community needs are met
  • Promote the use of Parish Rights of Way and ensure they are available and well maintained by SGC.
  • Liaise with users of the Rights of Way, interested user groups and the appropriate departments in SGC
  • Ensure the Parish Council Notice Boards are well maintained and adequate for the requirements of the Parish
  • Monitor provision of Bus Shelters and ensure their cleanliness and structural soundness reporting any issues to SGC.

Representation on outside bodies (2023/2024)

Stoke Park and Cheswick Parish Council is represented on a number of outside bodies in both a formal and informal way.  ​Re-selection of Council representatives will take place at Annual Meeting of the Parish Council in May 2024
